Quick answer: V2Ray and its Xray-core fork are light enough to run on the smallest plan of any mainstream host, so the "best VPS for V2Ray" is not the one with the biggest spec sheet. Pick on four things, in this order: a datacenter close to you, an IP that is not already blocked where you connect from, enough traffic allowance, and an easy way to swap the IP when it gets burned. For most people that means Contabo if you want a wide choice of regions and unmetered traffic at a fixed monthly price, Hetzner if you want hourly billing to replace IPs cheaply, and Oracle's Always Free tier if you accept its limits to pay nothing.
What a V2Ray server really needs
The official Xray installation page lists no minimum RAM or CPU. That is not an oversight: the server is one Go binary relaying encrypted streams, and a setup for yourself and a few friends does not stress modern hardware. If a comparison ranks hosts by vCPU count for this use case, it is ranking the wrong thing.
What the software does need from the machine is plain:
- A public IPv4 address. Most clients and most censored networks still depend on it.
- Full root access and open ports. You will bind 443 for VLESS + REALITY or for WebSocket + TLS, and you may want a second port as a fallback.
- A recent Linux image. The official
Xray-installscript targets systemd distributions such as Debian and Ubuntu. - A domain, only for some transports. WebSocket + TLS needs a domain and a certificate. REALITY does not: it borrows the TLS handshake of an existing site, which is one reason it has become the default for hostile networks. Our V2Ray setup guide has both configurations.
The four criteria that decide it
1. Location. Latency is distance. A server on the wrong continent turns a working tunnel into a slow one, whatever the port speed says. Start by listing the regions each provider sells, then compare prices only among those that fit.
2. IP reputation. Censors block by address and sometimes by whole ranges. An IP from a range heavily used for proxies may be unreachable from your network on day one. No host publishes this, and nobody can promise it for you: the only real test is to deploy and try to connect from where you will use it.
3. Traffic allowance. A proxy carries everything you do, video included. Know whether the plan is metered, and what happens past the limit.
4. How fast you can change IP. Assume the address will be blocked at some point. The practical question is what replacing it costs you in money and time.

Three realistic choices
| Contabo Cloud VPS 4 | Hetzner Cloud | Oracle Always Free | |
|---|---|---|---|
| Price | €5.50/month as listed | Not displayed as a fixed figure when we read the page: check hetzner.com | Free |
| Resources | 4 vCPU, 8 GB RAM, 100 GB SSD | Depends on plan | AMD micro: 1/8 OCPU, 1 GB RAM (up to two instances). Arm A1: 1,500 OCPU hours and 9,000 GB hours per month |
| Port and traffic | 200 Mbit/s, unlimited under a fair usage policy | Depends on plan | 10 TB outbound per month; up to 50 Mbps on micro instances |
| Regions | European Union, United Kingdom, United States, Singapore, Japan, India, Australia | Falkenstein, Nuremberg, Helsinki, Hillsboro, Ashburn, Singapore | Depends on your home region |
| Changing IP | Monthly plan: new instance or support | Hourly billing: destroy and recreate | Recreate the instance, subject to capacity |

Contabo: the widest map for a fixed price
Contabo's entry plan is far larger than V2Ray needs, and that is the point: at €5.50 a month as listed, you get a machine that also has room for a reverse proxy, a second protocol as a fallback, or a small self-hosted service. Two things matter more than the specs for this use case. Traffic is unlimited under a fair usage policy, so you are not counting gigabytes. And the region list covers Europe, the UK, the US, Singapore, Japan, India and Australia, which makes it easy to land near wherever you connect from.
The trade-off is flexibility: the plan is monthly, so replacing a burned IP is less casual than on an hourly cloud.

Hetzner: disposable servers
Hetzner Cloud bills by the hour, which changes how you treat a blocked IP: delete the server, create another, pay for the hours used. Its locations are Germany, Finland, two US sites and Singapore. If you expect to rotate addresses often, or you want to try several locations for a day each before settling, this model is the comfortable one. Prices were not shown as fixed figures on the page when we read it, so check them directly. Our Contabo vs Hetzner vs OVH comparison goes deeper on the two.
Oracle Always Free: zero cost, real conditions
Oracle's free tier is enough to run Xray, and 10 TB of outbound data a month is generous. Read the conditions before you rely on it. Oracle states that idle Always Free instances may be reclaimed when, over 7 days, CPU utilization at the 95th percentile, network utilization and (on Arm shapes) memory utilization all stay under 20%. A personal proxy is exactly the kind of workload that looks idle. Treat it as a good free option with no guarantee, and keep your configuration saved so you can redeploy. The sign-up and first steps are in our Oracle Cloud free tier guide.
Which one should you take?
- You want one server, near you, and no traffic maths: Contabo.
- You expect blocks and want to swap IPs for cents: Hetzner.
- You want to pay nothing and accept that it may be reclaimed: Oracle Always Free.
- You are still choosing the software: read sing-box vs Xray first, the server requirements are the same.
If you only compare monthly prices for a classic VPN rather than an obfuscated proxy, our cheapest VPS for WireGuard ranking is the better starting point.
What no VPS can fix
A good host does not make a bad configuration invisible. Detection depends on the protocol and transport you choose, on how your client is set up, and on what the network you are on is looking for; our anti-DPI guide covers that side. And check the law where you live before running circumvention tools: in some countries using them carries legal risk, and no hosting choice changes that.
Summary
For V2Ray and Xray, hardware is the easy part. Choose the region first, test that the IP is reachable from your own network, make sure the traffic allowance fits how you browse, and know in advance how you will replace the address. Contabo covers the most regions with unmetered traffic at a fixed price, Hetzner makes servers disposable, and Oracle's free tier works as long as you accept its reclaim policy.
